Call to run a project to help create a skilled workforce to increase economic growth in Cornwall and Isles of Scilly LEP Area.

Funding of up to £5.6m is available for  projects that will further develop the skills of the  workforce and improve productivity in C&IoS. There is a need to further invest in supporting our businesses to develop their employees’ skills base in order to close the gap with national average skills levels. The area has the lowest levels of productivity, measured by GVA per hour, of any area in the UK. In addition, the percentage of people with both lower and higher level qualifications need to be increased in order to address skills gaps and to ensure that companies have the ability to grow and become more productive.

The funding comes from the European Social Fund (ESF) and forms part of the Cornwall and Isles of Scilly (C&IoS) Growth Programme which aims to deliver economic regeneration for the region from 2014-2020.

This funding call comprises of  two strands. The allocation for this Call is £5,600,000 and is broken down as follows:

  • Strand 1 concentrating on higher level and technical qualifications in the Smart Specialisation sectors ie Level 4 and above.
  • Strand 2 to deliver generic skills delivery, in any sector identified, from Basic Skills to Level 3.

Strand 1. seeks applications that will deliver an approach to develop and/or deliver the higher level skills requirements of C&IoS businesses involved in the Smart Specialisation sectors i.e. agri-tech, digital economy, e-health and e-wellbeing, marine technology, space and aerospace. The allocation for Lot 1 is £3,300,000

Strand 2. seeks to deliver skills from Basic to Level 3. Applicants should again consider gaps in current delivery – both ESF funded projects as well as mainstream. The allocation for Lot 2 is £2,300,000.

Strategic Fit
Applicants must evidence how their delivery model contributes to the C&IoS ITI Strategy, specifically:

  • Strategic Priority: Growth for Business
    Objective 4: Increase workforce productivity through skills and career development programmes
  • Strategic Priority: Future Economy
    Objective 2: To invest in activities with growth potential that support C&IoS transition to becoming a ‘green and marine’ region

Consortia/Partnership Applications
Applications are encouraged from consortia or other similar types of partnership
arrangements. In each such case the application must be completed and submitted
