Up to £2.6 million is now available through the European Regional Development Fund (ERDF) in Cornwall and the Isles of Scilly.  The funding forms part of the Cornwall and Isles of Scilly Growth Programme, building on Convergence funding to deliver economic regeneration from 2014-2020.

This call invites outline applications which support the delivery of priority axis 6 of the European Regional Development Fund operational programme and respond to the local development need set out in the Cornwall and Isles of Scilly Local Enterprise Partnership area European Structural and Investment Funds strategy.


This call focuses on Investment Priorities

  • 6d – Protecting and restoring biodiversity and soil and promoting ecosystem services, including through Natura 2000, and green infrastructure
  • 6f – Promoting innovative technologies to improve environmental protection and resource efficiency in the waste sector, water sector and with regard to soil, or to reduce air pollution


Call Details

Cornwall and the Isles of Scilly have a number of environmental designations attached to them including Area of Outstanding Natural Beauty; Natura 2000; Ramsar site of global importance; Special Protection Area; Special Area of Conservation of European importance; Marine Conservation Zones; and a significant number of Sites of Special Scientific Interest. The entire coastline of the Isles of Scilly is designated a heritage coast and the historic environment is of international importance.

Measures are required to limit the continued loss of natural assets and resources, so as to support, restore, and grow the natural environment. This translates into actions such as habitat or green/blue infrastructure creation and species recovery. In turn this will result in improvements to ecosystems, and the goods (food, water, raw materials etc.) and services (flooding alleviation, management of air quality, noise and light pollution, improvements in soil quality and health and well-being etc.) they provide.

The call seeks a proactive approach to natural capital management which will ensure that the wealth of natural assets are better harnessed to support growth, rather than acting as a constraint to economic development ambitions.


Local Priorities

Proposals should demonstrate alignment with local development need and priorities including:

  • The development of green infrastructure leading to the creation of new habitats (including green and blue corridors) as a cost effective and efficient means of actively managing water/flooding and other sustainability challenges. Proposals should mitigate the environmental impact of critical future infrastructure developments and minimise environmental impacts if net positive environmental gains are out of reach (Investment Priority 6d);
  • The promotion of resource efficiency to drive growth and deliver productivity gains for the economy of Cornwall and the Isles of Scilly. Applicants are encouraged to have regard to projects already contracted, paying specific attention to innovative technologies (Investment Priority 6f).   • Where possible, investments should make a contribution towards biodiversity priorities, in particular increasing the provision of water, grass and woodland habitats;
  • Where possible, investments should look at ways of mitigating impacts of climate change, creating a more resilient environment in relation to resource management;
  • Where possible, investments should link to investments made under the European Social Fund and the Growth Hub (which is the focus for business support activities, providing a way for businesses to access local, national and international support);
  • Where appropriate, investments supporting the creation of products and services should recognise the interconnection of the environment to community and economic prosperity;
  • Investments should have regard to the provision of knowledge, about the value of the natural capital and its relationship to economic development, and should provide immediate and long term opportunities for growth;
  • Applicants are encouraged to show how projects will align with the Future Economy and the Conditions for Growth strands of the Cornwall and the Isles of Scilly Integrated Territorial Investment Strategy.

Applicants are strongly encouraged to exceed the cross cutting theme requirements detailed in the operational programme. The Integrated Territorial Investment Board will seek to provide its support to projects that demonstrate how the application will embed the cross cutting themes good and best practices into the proposed project’s activities through the Inclusion Strategy and the Environmental Growth Strategy and as outlined in the Cornwall and Isles of Scilly Integrated Territorial Investment Strategy.
