Up to £2.2million is now available through the European Social Fund (ESF) for  projects aiming to improve progression into the labour market for young people aged 15 to 24 who are Not in Education, Employment or Training (NEET) or at risk of becoming NEET. The funding is part of the Cornwall and Isles of Scilly Growth Programme, the economic regeneration programme running from 2014-2020.

This call invites outline applications which support the delivery of  Priority Axis 1 of the Operational Programme: Inclusive Labour Markets and Investment Priority: 1.2 Sustainable Integration into the Labour Market of Young People.

Cornwall  is a large rural county with a dispersed population and relatively poor transport links. Key findings from a Department for Education study into barriers
to participation in post-16 education or training showed that the main barriers and constraints experienced by young people relate to finance, transport, availability of provision and their knowledge and awareness of the post-16 options available to them. Young people who live in rural areas have significantly increased odds of
experiencing transport as a barrier or constraint than similar young people who do not live in rural areas. Access to provision is a significant issue for young people living in the Isles of Scilly, where post-16 learners travel to the mainland to access learning.

Local tracking data also shows there are significant geographical variations, with high proportions of NEET young people in the Camborne and Redruth, Liskeard and Looe and Bodmin areas. Cornwall’s 16–19 review highlighted that, whilst there are a range of work experience opportunities and activities for young people, the lack of suitable employment is a concern. Meeting the needs of vulnerable groups also remains a challenge, as young people with learning difficulties and disabilities (LDD) make up over a third (35 per cent) of the NEET cohor

This call aims to improve progression into the labour market for young people aged 15 to 24 who are NEET or at risk of becoming NEET, through innovative and vocationally-based skills activity leading to employment or further training/education opportunities. The objective of this call is to address the issue that some young people are not attaining the skills levels or qualifications needed to obtain sustainable employment. Specifically, this call will address low academic performance by raising qualification and skills levels.
